Hilmey the rock behind HeiTech Padu

HeiTech Padu Berhad (HeiTech) is soldiering ahead and has emerged stronger despite interference by politically-related figures and members of the royalty prior to the company securing the NIISe project.

HeiTech is the incumbent operator of the National Integrated Immigration System or NIISe project with its Malaysian Immigration System (MyIMMs), which was implemented in 1993.

Industry sources said it was challenging at first when political cronies suddenly came into the picture to show interest in the project and to become the bigger stakeholders in the company.

“But one must admit that ultimately HeiTech managed to ward off these interferences and they deserved the NIISe project thoroughly as they had won it fairly based on their own merits," the industry source told DagangNews.

HeiTech’s ability to consistently deliver over the years is a key reason for its success in securing high-profile government contracts based on merit across different government administrations.

Dato’ Sri Mohd Hilmey Mohd Taib

HeiTech has been in the business for 30 years providing and developing expertise in the IT industry in Malaysia.

The company was established by ex-Permodalan Nasional Berhad chief executive officer Dato’ Sri Mohd Hilmey Mohd Taib after he made a management buy-out of PNB.

Hilmey's background in IT started at PNB at a time when the Government announced measures to improve equity and dominance of Bumiputera in the economy through investments in Amanah Shares National.

Datuk Seri Mohd Hilmey is an energy, the main driving force behind the success of the share trust scheme. He was directly involved in the technical part of ASN.

One of the first products that was inspired and introduced by PNB was Amanah Saham Nasional whose investment was exclusively for the Bumiputera group.

He leads the team that implements automation ASN system starts from designing its mechanism and then efforts to integrate the system between PNB with ASN sales representative agencies.

He was also responsible for implementing computerization steps large-scale at the agencies to enable sales buy ASN is done based on real time or real time starts on January 1, 1990. This is where the story of his engagement begins in the IT world.

HeiTech had been awarded the National Integrated Immigration System (NIISe) project by the Immigration Department, hence ending stiff competition with two other contenders, namely Theta Edge Berhad and Dagang NeXchange Berhad.

The contract is for studying, proposing, designing, developing, supplying, delivering, installing, testing, integrating, migrating, and synchronising data, commissioning and implementing change management, and training for the NIISe project.

In a nutshell, HeiTech’s role in the NIISe project marks a significant step in modernising the country’s immigration systems, enhancing national security, and streamlining immigration entry or checkpoints nationwide.

What is the NIISe project

The NIISe project, worth RM892.2 million, was the biggest ICT project in the country and was the first such big-scale project ever awarded by the Malaysian government.

The contract is for a period of 60 months commencing from October 2024, to October 2029.

Whats next for HeiTech

For the next few years, HeiTech is expected to maintain the diligence of its Immigration system.

How will this impact its earnings?

Without a doubt, the NIISe project would contribute positively on HeiTech's earnings.

The company had done well an earlier separate Immigration project, which needed a capable and efficient company to upgrade and modernise the Malaysian Immigration Department’s system to ensure the nation's sovereignty.

It was believed that their success, know-how, experience and efficiency in implementing the previous project had given them the thumbs-up to be selected for the newer NIISe project.

HeiTech is a ‘veteran’ player in the country’s local ICT landscape with over 820 clients offering services such as smart parking systems, payment gateways and also smart applications for local councils, teaching portals and others.

Based on past records, HeiTech definitely has the know-how and experience to implement any government projects.

Before this award, in September 2024, HeiTech had secured an RM133.73 million contract from the Road Transport Department of Malaysia (JPJ) to develop, provide, deliver, fit, configure, integrate, test and authorise, among others, the digital systems at JPJ for three years from October 2024 to September 2027.

Prior to that, in April 2024, the company had secured a contract worth RM190.01 million from JPJ.

Barring any unforeseen circumstances, this contract is expected to contribute positively to the earnings and net assets per share for the financial year ending December 31, 2024, and onwards until the completion of the contract.

For the six months ended June this year, HeiTech chalked up a net profit of RM581,000 on the back of a RM124.9 million in revenue.

For the corresponding period a year ago, the company suffered a net loss of RM7.8 million on the back of RM127.5 million in sales.

As at June this year, HeiTech had cash and bank balances of RM39.76 million, while on the other side of the balance sheet, it had short-term borrowings of RM136.4 million and long-term liabilities of RM13.29 million. - DagangNews.com
